Morrow County commissioners approve rehabilitation grant, nursing-services contract amendment and small capital appropriations; honor library centennial

Morrow County commissioners on July 15 approved a state-funded rehabilitation grant and several administrative actions while recognizing a local library's centennial and receiving updates on fairgrounds grant planning.

The board unanimously approved the Ohio Public Works Commission (OPWC) project grant agreement MRWPRUO9PR15 for a rehabilitation project and authorized the chair to sign the agreement. The clerk called the vote and commissioners recorded affirmative votes for the motion.

Separately, commissioners approved an amendment to the agreement between Premier Healthcare Services Inc. and the Morrow County Sheriff's Office to cover a new position and expanded nursing services. The amendment was moved and seconded during the meeting and approved by voice vote.

The board also approved an appropriation of certified unappropriated monies from the capital improvement fund to cover equipment, computers and furniture in the amount of $4,132.50 and authorized related transfers, including $2,000 from professional services to the equipment/community service fund.

A county staff member reported on fairgrounds planning and grant guidance from the state, noting that a small number of counties received allocations comparable to Morrow County's and that the county expects to publicize details soon. "It's really cool to see us stand out in that list and how we get a commitment from the state," the staff member said, describing outreach about a $700,000 commitment and two local fundraising campaigns that together could yield roughly $410,000 in loan commitments if successful. The staff member said the fair board is exploring an online platform, Zephy, to accept donations and memberships.

The board read and accepted a proclamation honoring the centennial anniversary of the Sullivan Public Library, summarizing the library's founding donation, its opening dates in 1926, later campus additions and ongoing community role; commissioners agreed to have the proclamation read publicly on Saturday.

Administratively, the clerk presented an estimate from AWS Enterprise related to server/JFS services; the board approved the appropriation noted above to cover the initial payment and related smaller transfers from professional services and property tax accounts.

Before closing, staff announced an upcoming governance meeting and an executive session to discuss vetting of projects not yet ready for public disclosure. The meeting adjourned after a final motion and roll call.
