Board conditionally approves interim Lake County Sanitation District composition; treasurer warns of administrative steps

The Lake County Board of Supervisors on July 14 approved a resolution of intent to establish an interim governing composition for the Lake County Sanitation District and authorized county staff to advertise and collect applications for the anticipated at‑large seat.

County staff said the action is conditional on the City of Clear Lake adopting the matching resolution scheduled for its July 16 meeting. If the city approves, statute triggers a 30‑day public comment period leading to a probable public hearing on Aug. 16 and a subsequent reconstitution of the district board to two county seats, two city seats and one at‑large member.

County counsel and the supervisor who brought the item described the step as an interim, administrative rearrangement prompted by the city’s request to change earlier delegations. County counsel said the resolution before the board is intended to implement state Health and Safety Code provisions and to preserve continuity until LAFCO completes any longer reorganization review.

Patrick Sullivan, Lake County treasurer‑tax collector, told the board the change requires near‑term accounting and governance steps. He said finance offices only recently discovered the timing and were scrambling to ensure payroll, purchasing and debt arrangements continue without interruption; some financial restructuring and additional resolutions will be necessary to keep services operating in the interim.

Supervisor comments indicated the board intends the change to be procedural and contingent on city action. The board voted 5–0 to adopt the resolution on that conditional basis and directed administration to collect applications for the at‑large seat so the new board can act promptly once the composition is official.

Next steps: if Clear Lake adopts its resolution on July 16, county staff will open a 30‑day public comment period and set an Aug. 16 hearing to consider protests and appointments.
