Fulton County commissioners approve routine measures, appoint part‑time housekeeper and release domestic violence fees

The Fulton County Board of Commissioners on July 9 approved a series of routine measures and personnel actions.

Commissioner R.J. Lumbrezer moved to approve the minutes of the July 7, 2026 regular session; Commissioner Joe Short seconded and the motion carried 3-0. The board then approved the meeting agenda as presented with an on-the-record amendment to pull Resolution 2026-439 (Increase & Transfer Appropriations & Funds) because there were no requests; Commissioner Jeff Rupp made the motion and Commissioner R.J. Lumbrezer seconded, and the vote was 3-0.

Under Resolution 2026-440 the commissioners authorized release of the first half of 2026 marriage license, dissolution and divorce fees collected for victims of domestic violence to the Center for Child and Family Advocacy (the “House of Ruth”), Napoleon, Ohio, pursuant to ORC §3113.35. Commissioner Joe Short moved the resolution, Commissioner R.J. Lumbrezer seconded, and the motion passed 3-0.

By Resolution 2026-441 the board authorized entering Contract 2026-61 with Henschen and Associates, Inc., to provide software and hardware support for the Fulton County Clerk of Courts. The resolution records an addition of $4,750.00 to the customer service balance; the motion was made by Commissioner R.J. Lumbrezer, seconded by Commissioner Jeff Rupp, and approved 3-0. The resolution authorizes the Board President to execute the contract (the minutes do not name which commissioner holds that title for this session).

The commissioners appointed Jodi Adams as a part-time intermittent housekeeper (Resolution 2026-442). The appointment is subject to required preemployment screenings and a 90‑day probationary period. Commissioner Joe Short moved the appointment and Commissioner R.J. Lumbrezer seconded; the motion passed 3-0.

Resolution 2026-443 approves a Purchase Order computer edit list prepared by the Fulton County Auditor to be kept on file in the Commissioners' Office in lieu of journalizing the list, and approves submitted travel requests. Commissioner Jeff Rupp moved, Commissioner Joe Short seconded, and the motion carried 3-0.

The board recessed briefly prior to receiving an investment update and adjourned following that presentation. Jessica Schuette, Clerk, attested the minutes.
