The Cerro Gordo County Board of Supervisors met in regular session July 13, 2026, and approved a series of routine administrative actions, including the adoption of Resolution 2026-49 to revise the county’s chart of accounts and the forwarding of multiple manure management plans to the Iowa Department of Natural Resources.
Chairman Casey Callanan presided over the meeting. Vice Chairman Carl Ginapp moved to approve the day’s agenda and the minutes from the July 6 regular session; Ginapp’s motion was seconded by Supervisor Chris Watts and passed unanimously. The board also approved county claims and accepted the Recorder’s quarterly report of fees and the Clerk’s monthly report of fees by unanimous votes.
The board approved a payroll change adding $10,000 per year for Heather Mathre in the Auditor department, effective July 1, 2026, through June 30, 2027. That motion was moved by Carl Ginapp, seconded by Chris Watts, and passed unanimously.
In the meeting’s most substantive administrative action, the supervisors adopted Resolution 2026-49 (moved by Chris Watts and seconded by Carl Ginapp). The resolution directs the county to maintain governmental and fiduciary funds per the Uniform Chart of Accounts for Iowa county governments and, beginning in fiscal year 2027, creates Fund 104 (Early Childhood Iowa – FMC), Fund 105 (Early Childhood Iowa T4F), Fund 873 (Drainage District 73) and Fund 818 (Drainage District 18). The resolution also deletes Fund 003 (American Rescue Plan Fund) and Fund 033 (ECP/Project Fund) from the county chart of accounts once their cash balances have been expended or transferred.
The board approved 2026 recommendations from the Cerro Gordo County Soil & Water Conservation District for real estate tax relief under the 'Slough Bill.' That motion passed unanimously.
Supervisor Chris Watts moved, with Carl Ginapp seconding, to approve reports from the Environmental Health Service Manager and forward manure management plan updates to the Iowa Department of Natural Resources for the following sites: JCT Site (site #58441), Engels North (site #61341), Ham Farms LLC – Andrew Muff (site #64800), and Research Farms LLC – East Site (site #66026). That motion passed unanimously.
Assistant County Engineer Andy Swinton provided an update to the board; the meeting record included no further detail about the content of that update.
