The Shelburne Selectboard on July 14 adopted an amendment to the town's Personnel Policy permitting employees with prior municipal experience to carry over tenure for vacation accrual; the change also applies to current employees who qualify. Human Resources Manager Adam Backus proposed replacing the phrase "prior public‑sector work experience" with "directly relevant work experience" to allow case‑by‑case determinations in calculating accruals.
Finance Director Patty Carpenter said the primary financial impact of the change will be realized when affected employees retire. Town Manager Matt Lawless estimated the change represents about a 1% reduction (approximately $100,000) in the work year but stated there will be no budgetary impact this fiscal year. Selectboard Chair Matt Wormser said he favors a comprehensive review of employee benefits but supported the amendment as a recruiting and retention tool. Mike Ashooh moved approval, Matt Wormser seconded, and the motion passed 4-0.
