Planning board asks for more detail, defers decision on New Boston Self Storage expansion and buffer restoration

The board reviewed an application from New Boston Self Storage (represented by Jacque Balanger) to expand an existing storage facility and address wetland-buffer impacts. The expansion would add roughly 4,500 square feet to the facility and includes work within a wetland buffer that triggered a CUP.

Staff and board members noted the plan did not clearly show existing conditions versus proposed changes: several areas of gravel and drainage appear to have been disturbed after earlier approvals, and the board requested an existing-conditions plan showing what was approved previously and what change occurred on the ground. Members also asked for more detailed stormwater and grading information, existing underdrains and their discharge points, square footage of buffer encroachment, and a clear plan for restoring a berm and stabilizing disturbed buffer areas.

Jacque Balanger said the revised plans were based on prior surveys and the applicant would add the requested details (existing internal drains, elevation notes and erosion-control measures). Board members expressed concern that the current submission is insufficiently detailed for approval and recommended including proposed restoration work as part of bonding.

The board did not accept the item for final approval and directed the applicant to provide the additional documentation and an existing-conditions plan; the matter will return to a future meeting for further review.
