Council adopts code clarifications on utility undergrounding and modernized streetlight foundation standard

The council approved amendments to Chico Municipal Code Title 18R to clarify how utility undergrounding is applied during development reviews and to update streetlight foundation standards.

Associate Engineer Nat Cradiville explained the undergrounding amendment clarifies the code applies to new utility installations and does not automatically require existing overhead utilities along a project frontage to be placed underground unless they conflict with required public improvements or create documented safety concerns.

Senior Traffic Engineer Sean Hummer described a collaborative compromise with the Chico Builders Association to move from an overly prescriptive Caltrans-based detail to a verified performance-based foundation design. Staff said the revised detail reduces reinforcing steel by approximately 63% and concrete by about 20% while meeting structural calculations.

Council members asked technical and safety questions; staff confirmed independent engineering verification. The council approved the resolutions and ordinance updates unanimously.
