The council approved an agreement July 14 to coordinate construction of Garner Lane to its ultimate three-lane configuration, including sidewalk, bike lanes and a center turn lane. Public Works Engineering Director Brendan Ottomati said the city would front roughly $2.8 million to build the full roadway now, leveraging reduced bids from local contractors and repayment agreements with Courtesy Motors and CARD for their proportional shares.
Ottomati said grant funds secured for a future roundabout at Garner Lane and Esplanade (projected construction in 2029) helped free capital in the current budget to support the upfront city participation. Staff described the arrangement as a partnership aiming to avoid piecemeal frontage improvements that would complicate long-term maintenance.
No public speakers addressed the item and the council approved the agreement unanimously (6-0 with one absence).
