Council asks Parks commission to study Big Chico Creek water quality and invites public-health briefing

Council Member Winslow asked the council on July 14 to address concerns and perceptions about swimming safety in Big Chico Creek and Sycamore Pool, citing E. coli thresholds, recent testing, and long-term climate-driven concerns about water quantity and contaminant concentration.

Winslow urged partnership with Buchanan Public Health and Chico State and proposed making the subject a regular Parks & Playgrounds Commission item, inviting a public-health briefing and directing staff to investigate potential city participation in a swimmer-illness study and other monitoring options. Director of Public Works and staff explained current practices: the city conducts weekly testing during swim season (daily when in advisory) and posts advisories using Butte County Public Health thresholds (advisory at >100 MPN E. coli; "swimming not advised" at >320 MPN).

Public commenters noted the overlap of multiple watershed issues (groundwater, habitat restoration) and asked for clarity about responsibilities. The council unanimously approved (6-0 with 1 absence) the motion to agendize the commission discussion, invite Buchanan Public Health to brief the council, and direct staff to evaluate participation in a swimmer-illness study and related costs.
