Douglas County approves Sterling Ranch library lot exemption

Eric Pavlinik, a Community Development staffer, presented the Douglas County Library Sterling Ranch subdivision-exemption request (project file EX2026-006) and said the county’s subdivision-resolution authority (section 903.04) allows exemptions for parcels created for public uses such as a library. Pavlinik told the board the request would establish a 3.29-acre lot in the Stern Ranch planned development, within the Chatfield urban area identified in the county’s 2040 master plan.

No members of the public signed up to comment. Commissioner (speaker 5) praised Sterling Ranch’s growth and urged approval, calling the prospective library “very exciting.” Commissioner (speaker 5) moved to approve the exemption with the two staff-proposed conditions; Commissioner (speaker 3) seconded and the board approved the motion. Chair (speaker 1) announced the exemption was granted.

Pavlinik listed two recommended conditions: make technical corrections to the exemption exhibit to the county’s satisfaction prior to recordation, and require the applicant to satisfy any commitments made during the meeting or in writing that the board relied on in approving the application. The applicant’s representative, Derek Patterson of TST Inc., was present to answer questions but made no formal presentation.

The board’s action clears the way for the library lot to be recorded and later developed according to applicable Douglas County land-use standards and the Stern Ranch PD zoning. No appeals or objections were noted in the staff record or during the meeting.
