Board approves two-lot minor subdivision in Castle Rock area despite rock-fall hazard on one lot

Brett Thomas, filling in for Community Development staff, presented the Adrania minor development final plat (project SB2024-030) to subdivide a 4.62-acre parcel into two roughly 2.3-acre lots in the Castle Rock municipal planning area. Thomas noted the planning commission unanimously recommended approval (5–0), referral comments were standard and addressed, and staff proposed four conditions including cash-in-lieu payments of $500 (school) and $250 (parkland) prior to recordation.

Thomas pointed out that a portion of Lot 1 lies in a rock-fall hazard zone. Applicant Casey Adranja said the team worked with geotechnical consultants and the Colorado Geological Survey to delineate a no-build zone and evaluate mitigation options; the applicant said fences were impractical and that geologists staked safe building areas on the lot.

No members of the public registered to speak during the hearing. Commissioner (speaker 3) moved to approve the minor development final plat with the four staff conditions; Commissioner (speaker 5) seconded and the board approved the motion.

The approval allows recordation subject to the four conditions and the establishment of building envelopes that exclude the rock-fall hazard area.
