Huber Heights Property Maintenance Review Board declares four properties nuisances, grants 30‑day extension in fifth case

The Huber Heights Property Maintenance Review Board voted 4‑0 on July 9 to declare four properties nuisances and ordered abatement, and granted a 30‑day extension to the owner of a fifth property pending a reinspection scheduled for Aug. 9, 2026. The meeting began at 6:33 p.m. and adjourned at about 7:10 p.m.

The actions enforce Section 1313 of the Property Maintenance Code, according to the meeting record and statements from Code Enforcement staff. Chair Richard Winkler presided; Don Millard, the city's Code Enforcement Administrator, and administrative assistant Geri Hoskins were listed as staff present.

Four abatement motions
The board recorded abatement motions and unanimous roll‑call votes for four cases: PMRB Case 26‑09 (8273 Ivy Glen Circle, owner Nathaniel Omlor), PMRB Case 26‑10 (8921 Willowgate Lane, owner Barry Behnken), PMRB Case 26‑11 (5778 Waynegate, owner Janis Paxton) and PMRB Case 26‑13 (7118 Claybeck Drive, owner Robert Strickland). In each case a board member moved to declare the property a nuisance and another board member seconded; roll calls showed Ms. Cromer, Mr. Darrin, Mr. Roberts and Chair Richard Winkler voting yes and no nays were recorded.

Extension granted in Case 26‑16
In PMRB Case 26‑16 (6088 Shull Road), owner Kenneth Whitson appeared and told the board that most items had been removed but tires remained. Mr. Darrin asked whether Whitson had photographs showing removal; Whitson said he did not. Mr. Roberts moved to grant a 30‑day extension and Ms. Cromer seconded; the motion passed 4‑0. Code Enforcement Administrator Don Millard stated staff will reinspect the property and close the case if the property is in compliance. The record lists Aug. 9, 2026 as the reinspection date.

Other business and next steps
The board recorded no pending or additional business. Without objection the board approved minutes from May 1 and June 11, 2026, and noted upcoming meetings on Aug. 13 and Sept. 10, 2026. The meeting was adjourned at approximately 7:10 p.m.

Actions taken at the meeting were recorded in the board minutes and will proceed under the city's enforcement process; staff will carry out the scheduled reinspection for Case 26‑16 and process abatements for the four properties declared nuisances.
