Parksley council orders Nov. 3 special election to fill council vacancy

The Parksley Town Council on Aug. 10 approved an ordinance calling a special election on Nov. 3, 2020 to fill the council seat vacated when Frank Russell was elected mayor.

Councilman Ricky Taylor moved to adopt the ordinance, which cites Virginia Code 24.2-228 as authority for filling the vacancy by special election. The motion was approved by voice vote.

The ordinance directs that the special election be held on Nov. 3, 2020 to conclude the term previously held by Councilman Frank Russell. Mayor Frank Russell presided over the meeting.

The action follows the council’s authority under state election statute; the council did not record a roll-call tally in the minutes beyond the voice vote. The measure takes effect as described in the adopted ordinance and will be administered under the town’s election procedures and applicable state law.
