Parksley council approves routine administrative measures, establishes CDBG escrow and moves forward on hydrants and hiring

PARKSLEY, Va. — During a meeting dominated by routine municipal items, the Parksley Town Council on June 8 unanimously adopted Ordinance 20-2 to incorporate provisions of the Commonwealth’s laws, approved an escrow account to hold matching funds for a Community Development Block Grant (CDBG), updated bank signatories to reflect the incoming mayor, and approved contractor work and a new part-time hire.

Councilman Vince Savona moved to adopt Ordinance 20-2, described in the minutes as incorporating Virginia Code §46.2 by reference; the motion carried unanimously. Councilman Dan Matthews then moved to open an escrow account at Taylor Bank to hold the town’s required CDBG matching funds, also approved unanimously. Matthews said the CDBG branding and facade designs from Hill Studio look good and reminded participating businesses to submit required paperwork.

The council also voted to remove Mayor Wayne Marshall as a signer on town bank accounts and add Mayor-elect Frank Russell as a signatory. Councilman John Parks moved to have Beauchamp Construction resume hydrant repairs; the council approved the contractor to start when the town is ready, with residents asked to receive notice prior to work. Councilman Frank Russell moved to advertise and hire a part-time office employee for about 24 hours per week; the council approved advertising the position and hiring.
