Supporters call Viva White Oak a generational investment; neighbors press for updated traffic analysis

County staff, developers and community groups presented an extended record in favor of expedited bond authorization for the Viva White Oak Development District, while some neighborhood representatives pressed the council for a current, transparent transportation analysis before approving TIF bond authority.

Adrianna Hochberg, the county’s acting development ombudsman, testified on behalf of the county executive that the project will redevelop roughly 280 acres in East County and that the bonds would be special‑obligation bonds payable from tax increment captured within the district rather than the county’s full faith and credit. She said phase 1 is expected to include anchors such as Costco, a national grocer, roughly 1,000 multifamily units and 1,100 townhomes in vertical development projections shared with the council.

Developer representatives and supporters, including Theresa Stegman (MCB Real Estate) and the Friends of White Oak, described expected economic outputs, job creation and the need for substantial public infrastructure—estimating hundreds of millions in required public improvements and asserting the TIF would pay for them without general obligation debt. Stegman asked the council for a yes vote before the recess to preserve the development timeline.

Health system and East County advisors, including Adventist Health Care White Oak and East County Citizens Advisory Board leadership, endorsed the plan as an equity investment that would add housing near employment centers and reduce commute burdens for health care staff.

Neighborhood speakers urged more up‑to‑date and regionally comprehensive transportation analysis. Barry White, president of the North White Oaks Association, noted reliance on an 11‑year‑old traffic study and asked for specifics on off‑site improvements and how they will address congestion along Cherry Hill Road and US‑29, including cross‑county impacts into Prince George’s County.

The council closed the hearing; the transcript records robust testimony for and against elements of the TIF authorization but does not record a final council vote during the July 14 session.
