San Diego proclaims Alina Rosas Day, highlights National Park and Recreation Month

Council President Lacava on Tuesday led the San Diego City Council in adopting a set of ceremonial proclamations that included a retirement recognition for Logan Heights librarian Alina Rosas and a declaration of July 2026 as National Park and Recreation Month.

The council heard about Rosas’s four decades of service during public comment and from Councilmember Moreno, who described Rosas’s role in bilingual programming, grant work and community events that helped generations of neighborhood residents. “Miss Rosas has earned a loving name as the Logan Heights librarian for her deep and authentic sense of community,” Moreno said.

Councilmember Whitburn and other members praised the city’s parks and recreation staff and the Parks Foundation, then moved and seconded the proclamation package. The council approved the proclamations by roll call; the clerk recorded the vote as passing unanimously with one member absent.

Beyond Rosas, the proclamations recognized Miramar Martial Arts Academy’s 30th anniversary and declared an awareness day for Coats disease, a rare retinal disorder. At the meeting, representatives and residents who had worked with Rosas and the martial-arts academy described the programs’ local impacts and offered brief thanks.

The council paused afterward for photos and moved on to the consent agenda. The proclamations were presented as part of the council’s effort to spotlight community programs and volunteers; councilmembers used their remarks to underline libraries and parks as centers for connection, learning and wellness.
