Board of Public Works approves $98,008 overlay for Twining Park trail

The Board of Public Works voted to approve a $98,008.21 contract with Bartelt to repair and overlay the walking trail behind Twining Park, the committee decided at its meeting. Park Supervisor Trami presented the project as a long-planned capital improvement, citing cracking, uneven spots and trip hazards along an aging path.

Trami told the committee the path varies from roughly 5 to 6 feet in width and that Bartelt can apply a 2-inch overlay using a specialized "trail paver" that can operate on the narrower trail. "So with that, that's what our recommendation had... doing the repairs and doing an overlay," Trami said, explaining the approach is intended to be cost-effective and durable.

The project estimate of $98,008.21 fits within a $100,000 allocation in the 2026 bond, Trami said. He noted limited areas may require base replacement; the contractor proposed an additional $45 per ton for unforeseen base material replacement, subject to customer approval.

Committee members questioned alternatives, including full reconstruction and combinations of removal and repaving by other contractors. Trami said other bidders' minimum paver widths or the city street paver would not be practical on the narrow sections, making Bartelt's overlay the most feasible option.

A motion to approve Bartelt quote number 3 (overlay) carried on a voice vote. The committee directed staff to proceed with contract finalization and to return to the council as required for authorization and execution.
