Pink Hill board backs $950,000 CDBG application to rebuild two homes and upgrade neighborhood park

The Pink Hill Board of Commissioners voted Oct. 14 to apply for the 2025 Community Development Block Grant (Neighborhood Revitalization Program), seeking the program maximum of $950,000 to fund housing and park improvements.

Tammy Daniels of Adam's Company presented the plan during a public hearing, saying the Town proposes demolishing and rebuilding two homes at 202 E. College St. and 507 Eva Mae Jones Rd. and upgrading the park on Jones Avenue with a 1,200-foot walking trail, parking, a picnic shelter with attached bathrooms and possible playground equipment. The application budget described during the hearing allocates $95,000 for administration, $450,000 for housing activities and $405,000 for park facilities. The application deadline was stated as Oct. 29.

Following discussion about funding allocation and the responsibilities of prospective housing recipients, Commissioner Michael Whitfield moved to close the hearing; Commissioner Brandon Marshburn seconded and the motion carried. The Board then adopted a resolution expressing the Town's desire to apply for the grant and approved Housing Committee bylaws to guide home selection. Commissioner Penny Murphy seconded the resolution motion; the vote was recorded as 3–0.

The measures now authorize Town staff and consultants to finalize and submit the application package. The Board did not specify contingency plans if the full request is not awarded; details about homeowner selection criteria and project timelines were provided in the Housing Committee bylaws included with the resolution materials.
