Planning Board recommends approval of tank-farm site plan with conditions

Planning staff presented a conditional-use minor site plan for a new tank-farm facility (Giagrande Engineering & Planning LLC, applicant; Caliber Contracting, owner) at a pair of parcels on Okeechobee Road and South 37th Street. The application proposes a roughly 9,600-square-foot light-industrial building (9,000 sq ft warehouse, 600 sq ft office) to store 8,000–10,000 gallon tanks; the building is proposed at 30 feet tall and will include bay doors for deliveries and separate warehouse and storefront entrances.

Staff recommended approval with ten conditions that include land-clearing and tree-removal permits, separate filing for signed permits, a city-approved landscape maintenance agreement prior to final certificate of occupancy, compliance with South Florida Water Management District and North St. Lucie River Water Control District conditions, and a unity-of-title or lot-combination recorded with the county prior to submitting the development permit.

Applicant representative Leo Giagrande answered board questions about the stormwater system (an underground chamber system), delivery logistics and tank details; he said tanks would be double-walled and that the facility is intended for storage and dispensing rather than manufacture. No members of the public spoke on the item. The board moved and seconded a recommendation to approve the site plan with the ten staff conditions; roll call recorded an affirmative recommendation.
