Council to review three bids for a new general plan; work meeting set to compare proposals

Councilmembers reviewed consultant proposals for a comprehensive general-plan update and agreed to compare bids and planning approaches at a joint work meeting.

Staff summarized three proposals: City Design (about $19,500), Jones DeMille (about $23,000) and Sunrise (about $70,000). Council discussed whether to front funds and seek reimbursement if a TPA grant is awarded and emphasized the importance of public engagement; one member said consultants may be able to conduct many of the required public hearings as part of their scope.

Members agreed a working session is the appropriate next step to review the proposals line-by-line, resolve questions about consultant scopes and responsibilities, and confirm how the public input process will be managed. The council penciled in a work meeting for July 30 to move the planning process forward. No ordinance was adopted that evening; staff will return with recommended steps and any grant considerations.
