Daggett County approves $200,000 assignment order for Sheep Creek Marina planning

The Daggett County Commission on July 13 approved an assignment order using a $200,000 Outdoor Recreation grant to hire Jones & DeMille Engineering for survey, planning and design work for Sheep Creek Marina.

The decision, moved by Committee member (S3) and seconded during the meeting, authorizes engineering work to determine feasibility and approximate costs for ADA-accessible features and a floating dock system that can rise and fall with lake levels. A staff member said the U.S. Forest Service will take the lead on the overall project, with the county’s work focused on engineering and feasibility ahead of any construction.

"The Forest Service has actually taken the lead on it," the staff member said, describing coordination already underway between Jones & DeMille, the Bureau of Reclamation and the Forest Service. Officials said the work is intended to identify underwater and shoreline constraints, ADA needs for kayaking and paddle-boarding, and options to separate non-motorized watercraft from the boat ramp.

Commission discussion touched on environmental review: NEPA will be required at a later stage, and the form (categorical exclusion or environmental assessment) will be determined as the design work proceeds. Commissioners also discussed cost-sharing mechanics; the Outdoor Recreation grant may provide up to 75% of eligible upfront costs with the remainder reimbursed.

The motion recorded at the meeting described the item as an assignment order to Jones & DeMille Engineering for "Sheep Creek Marina Improvements — survey, planning, and design services." The motion passed by voice vote.

Next steps include completion of the feasibility and design scopes, after which the county and project partners may pursue construction funding through Outdoor Rec or other programs.
