Charles City Council approves stopgap water deal with Valero, adds transit bus, sets UDO hearing and moves to closed session

During its regular meeting, the Charles City Council approved several routine but consequential items: a six-month stopgap amendment to the water-usage agreement with Valero while a rate study is completed; a transit agreement that adds a bus on the county side to improve service (including a dialysis-focused route); referrals and planning items sent to planning and zoning; and a motion to enter closed session to conduct performance evaluations for the city administrator, city clerk and city attorney.

On the Valero item (Resolution 84-26), staff described the measure as a temporary extension of current rates pending a formal rate study. Hunter (city staff) said the amendment is intended to preserve current rates until staff returns with the rate-study results and any recommended changes. The council approved the resolution by roll call.

On transit, staff said the North Iowa Area of Government agreement adds an additional bus on the county side and will not affect local operations, though driver scheduling and part-time staffing will be a factor. Council members noted the extra service should help riders traveling to medical appointments, including dialysis. The council moved and approved the transit agreement.

The council also voted to send a street/land vacation request to planning and zoning for review, accepted planning-and-zoning's recommendation for a minor subdivision, and approved setting a public hearing on a proposed Charles City UDO amendment to adopt a "practical difficulty" standard for area variances consistent with recent state changes. Planning and zoning had already applied the practical-difficulty standard in at least one case, staff said.

Near the end of the meeting the council voted to enter closed session under Iowa Code chapter 21.5(1) to conduct written-request performance evaluations for three city officials; the council agreed to hold a single closed session covering all three evaluations and to take action on each evaluation after the closed session as appropriate.
