Chula board discusses lift-station replacement, drainage and park repairs; seeks attorney advice on phasing

City leaders discussed multiple infrastructure concerns July 14, focusing on a proposed lift-station replacement, drainage problems near the railroad, and park drainage and tube repairs.

Mayor Cody Ireland reported leaving a message with Summit (vendor) about the lift station; the equipment price was estimated at $36,667 and installation at $44,785. Council members discussed splitting equipment purchase and installation into separate phases to remain under procurement thresholds. Ann Hamilton warned that replacing one pump at a time could raise the overall cost by about $40,000 and recommended the city consult its attorney before dividing the project.

Fred Oertwig and others described drainage issues along the railroad that are causing siltation and property backups; Mayor Ireland said he had a verbal go-ahead from a railroad contact to work within 20 feet of the rail, but Clerk Ann Hamilton urged obtaining written permission because the ditch is railroad property. Dan Murphy reported a rotted tube under the alley between the fire department and the Auction House and provided a bill seeking reimbursement to Chula Farmers Co-op for two replacement tubes and a grate; the council did not vote on that reimbursement during this meeting.

The council also addressed park drainage — asking Austin Campbell to inspect a park tube that may require removal and a barricade — and discussed burn-site stipulations, posting 'Yard Waste Only' signage and using a game camera to limit illegal dumping. The board discussed reusing unburnt material from park burns for a walkway and filling holes and approved that reuse.

Council members instructed the mayor to consult with the city attorney about procurement phasing and left further decisions for a future meeting, including a special meeting on July 23.
