County planning staff explained the owner has requested the change to accommodate a single yurt rental and that agricultural zoning would allow additional short‑term rental uses (up to seven under the uses table), but any rental or campground activity still requires a conditional use permit and must meet mitigation conditions. Shannon, the county land‑use administrator, said the CUP process requires site plans and mitigations such as a 20‑foot emergency access road review by the county engineer and fire‑warden approval for campfires. "The Conditional Use Permit can be revoked, especially for safety concerns," Shannon said.
Several commissioners said they were generally supportive of agricultural zoning in an agricultural area but voiced concern that converting from an FAA (rural/agricultural with additional subdivision protections) could allow different uses if the property were later sold. The motion to adopt the ordinance included findings in the staff report; the roll call produced three affirmative votes and no negatives, and the chair declared the motion unanimous.
The ordinance was recorded on the meeting agenda as "20 26‑20." Staff advised property owners and neighbors to review the staff report and the uses table in the packet for details on permitted uses under the two zones.
