Council authorizes settlement agreement and briefly meets in executive session

The Eden Plus City Council approved Resolution 1883 on July 13, authorizing the mayor to enter a settlement agreement involving developer QMC (also referenced as Cortera) and neighboring property owner David Grampa.

City Attorney Joanna summarized the background: QMC applied for permits for a mixed-use project; three separate appeals were filed, two of which were dismissed and one (Mr. Grampa's) remained pending. Joanna told the council that QMC and Grampa reached a non-monetary settlement and both signed the agreement; she said city staff and counsel reviewed the agreement and recommended council approval.

At Joanna's request, the council recessed into a 10-minute executive session "pursuant to RCW 42.30.110(1)(i)" to discuss litigation with legal counsel. The council returned and moved to approve the resolution and to authorize the mayor to execute the settlement agreement; the motion passed by voice vote.

Joanna said the agreement's remaining items are within the scope of the original permits and that no monetary commitments by the city were required as part of the settlement.
