Council approves e-motorcycle rules, budget amendment, gas hedging and settlement; several motions pass by voice vote

The Eden Plus City Council on July 13 adopted several measures during a broadly procedural meeting, approving an electric-motorcycle ordinance, a city budget amendment, a targeted natural-gas hedging plan and a settlement agreement in a pending land-use appeal.

The council approved Ordinance 2839, "An ordinance of the city of Enumclaw, King County, Washington relating to the use and operation of electric motorcycles," on its second reading after a brief staff report and committee review. The committee asked only that required training be publicized; the ordinance was adopted by voice vote.

On the budget side, Finance Director Kristen Reed presented Ordinance 2841, the first budget amendment for 2026. Reed said the amendment adds $35,000 to pay for two digital reader boards, to be funded from the street fund, and noted that Fund 35 (Facilities Fund) will fall below the city's reserve policy as a result of the amendment. The council approved the ordinance on second reading by voice vote.

Public Works-related action authorized the city to hedge portions of its expected natural-gas use for future winter and summer periods. The motion directed staff to hedge 25% of expected summer 2030 use at $3.10 per dekatherm or better and 25% of expected winter 2030–31 use at $5.65 per dekatherm or better, and to extend agreements with carriers as needed; the motion was seconded and approved by voice vote.

After a closed executive session to discuss litigation, the council approved Resolution 1883, authorizing the mayor to enter into a settlement agreement involving QMC (the developer), Ennequois Holdings LLC and neighboring property owner David Grampa. City Attorney Joanna told council that the settlement, as negotiated, does not impose any monetary obligations on the city and that staff recommends authorization. The resolution passed by voice vote.

Other routine business included approval of the consent agenda and minutes from the June 22 meeting. The meeting adjourned at about 7:48 p.m.
