Fulshear development board adopts FY2027 budget after cutting shared‑services charge

The City of Fulshear Development Corporation approved its fiscal year 2027 budget during a July 13 meeting, amending the proposal to cut the administrative‑services agreement (ASA) shared‑services line by 50% before final approval.

Staff opened the budget discussion, noting June sales‑tax collections were up 14.36% from the prior year ($178,733.77 for the period) and year‑to‑date sales‑tax receipts totaled $1,343,721.54 (about 58.42% of the budget with 58% of the year complete). The personnel section of the proposed FY27 budget included a 4% cost‑of‑living adjustment and merit funding pending city council action, staff said.

The ASA shared‑services line drew extended comment from board members, who questioned how the city’s reallocation of sales tax affected the EDC’s share of shared services. One member moved to reduce that shared‑service amount by 50%; that line item had been shown in the packet as $109,608. "That we, reduce the ASA shared service number by 50%. That's my motion," the Chair said during the meeting. The amendment was seconded and the board approved the amended budget by voice vote.

Why it matters: the shared‑services line in the ASA pays for city staff time, rent and other centralized costs billed to the EDC. Board members said cutting the EDC portion of that charge — and asking city council to consider absorbing some costs — preserves more EDC funds for projects and programming while the city completes its broader budget decisions.

The board also approved the ASA document for FY27 on the same night (the ASA approval was unanimous), and directed staff to transmit the amended budget materials to city council; staff noted the council will consider its final budget in September and that an August special meeting could handle any small follow‑up revisions.

Board members and staff said they will continue to monitor specifics (including the $109,608 shared‑services line) and return any adjustments to the board if city council proposes changes. The corporation settled the FY27 package and closed the budget item at the July 13 meeting.
