The Brian Head Town Council on June 23 authorized two change orders for the Town Hall Exterior Project with contractor Larry A. Pendleton Building LLC: a deduction of $208,367 related to not installing heated walkways, and an addition of $59,946 for south sidewalk work, an ADA ramp replacement and a parking island.
Town Manager Bret Howser presented the change orders and said the reduction lowered the contract by $208,367, bringing the contract down to about $220,000. He also explained the addition totaling $59,946 for concrete sidewalk work on the building's south side, an ADA ramp replacement and the parking island.
Howser told the council an incidental CenturyLink utility line — a legacy copper bundle — was struck during excavation after the existing concrete had been removed. Staff described CenturyLink's response timeline as uncertain and said the cable is reportedly straightforward to splice once technicians arrive; the question of responsibility between the blue‑staker (USIC) and the contractor remained unresolved in the meeting record. Town Treasurer Shane Williamson noted that approximately $589,000 in issued beautification bond funds remain available and that arbitrage reporting requirements apply to unspent bond proceeds.
Council Member Martin Tidwell moved to authorize Change Order #1 for the contract decrease and to approve Change Order #2 authorizing the increase; Council Member Logan Cruz seconded both motions. Both motions carried 4‑0.
