William & Mary board endorses 10-year Housing & Dining plan, seeks P3 approvals for construction

The College of William and Mary Board of Visitors on April 21 endorsed a 10‑year Housing & Dining Comprehensive Facilities Plan that lays out phased renovations and new construction across campus and calls for later Board approval of project specifics and P3 (public–private partnership) arrangements.

Chief Operating Officer Amy S. Sebring presented the plan to the Board, saying it provides a ten‑year roadmap for residential space. She told the Board the plan estimates that, by completion in fall 2032, 45% of current residential beds would be replaced with new facilities, 35% would require major or substantive renovation, and 20% would remain unchanged. Vice President for Student Affairs Virginia M. Ambler said student feedback from current residents informed the concept designs for Old Dominion and Monroe halls and that the plan emphasizes integration of living and learning spaces.

The Board discussed phasing, dining locations, childcare needs and how the plan aligns with the university’s Vision 2026 sustainability goals. Sebring outlined an eighteen‑month schedule of requested Board actions: April 2022 — endorse the plan (completed); September 2022 — seek Board approval of Phase I projects and an update to the Capital Plan; and fall 2022–fall 2023 — seek approvals for P3 use, a ground lease and related terms as needed.

At the close of the discussion the Board moved Resolution 21, Endorse Housing & Dining Comprehensive Facilities Plan. The motion, made by Lisa E. Roday and seconded by J.E. Lincoln Saunders, passed unanimously by voice vote.

The endorsement does not itself approve construction contracts or final project budgets. Board materials and the presenters noted that specific Phase I project approvals and any ground‑lease or P3 agreements would return to the Board for separate, later votes.
