Committee approves West Fulton neighborhood phase 1 resurfacing and assessments

Public Works senior professional engineer Allison Bell presented the West Fulton neighborhood improvement phase 1 public hearing, describing resurfacing on Chowan Avenue South and Beard Avenue South and a project cost of $502,690.

"The total anticipated project cost for the project is $502,690. The total street resurfacing assessment is $65,108," Bell said, explaining assessments are based on 2026 uniform rates and are payable over five years; special assessments will cover approximately 13% of total cost and the remainder will come from general funds.

Bell summarized outreach: three rounds of engagement beginning in spring 2024, multiple public meetings, online surveys, pop-up events and direct neighborhood outreach. No members of the public signed up to testify at the hearing. Council Member Pomisano thanked staff for long-running project work and the committee approved the resolutions ordering the work, adopting the special assessments, and authorizing sale of assessment bonds by voice vote.

The presentation also noted that the project was revised from a full reconstruction to a less intensive treatment after additional soil testing, and staff will be available for follow-up questions as the project advances.
