Mountain View council amends budget, seeds small grants and authorizes housing IGA; council approves clerk job range

Council adopted a series of budget amendments on Nov. 18 that shift priorities toward planning and community assistance while preserving funds for recently approved staffing.

Administrator Beltran summarized proposed adjustments intended to offset the cost of three new town positions and identified several cost-saving or delayable items. The council approved reducing the proposed town‑hall expansion allocation to $10,000 (from a larger planning estimate), added $5,000 for a community needs grant program, and set aside $50,000 on the high end to hire a facilitator and pay for subsequent code writing (approximately $30,000 facilitation and $20,000 legal/code work were discussed as estimates).

Council also reviewed and approved an intergovernmental agreement (IGA) with Foothills Regional Housing Authority to manage and rent a town property as affordable housing. The council authorized staff to negotiate, finalize and execute the IGA and gave staff limited discretion to attempt to retain or repurpose the garage space for town storage or office use if that can be done without materially reducing affordable‑housing revenue.

In personnel actions, council approved an administrative account‑clerk job description and salary range intended to handle clerk duties and administrative functions; the council also approved police personnel step/compensation adjustments in a separate resolution.

All budget amendments were approved by majority vote; staff will return with implementation details, a communication plan for the grant program and a schedule for the steering committee and facilitator procurement.
