Labette County commissioners approve series of fund transfers, contracts and payroll

The Labette County Board of Commissioners approved a package of financial transfers, contract authorizations and routine disbursements during its Dec. 31, 2025, meeting held in the commission room.

Chairman Terry Weidert called the meeting to order at 9:00 a.m. Commissioners Tom Barrett and Vincent B. Schibi were present. Early on, Commissioner Tom Barrett moved to approve the minutes of the Dec. 22, 2025 meeting; Commissioner Terry Weidert seconded and the motion passed unanimously.

The board authorized a Blue Cross Blue Shield (BCBS) 2026 stop‑loss arrangement, approving a contract that includes a $75,000 specific stop‑loss and a 120% aggregate stop‑loss with a premium holiday. Commissioner Terry Weidert made the motion; Commissioner Tom Barrett seconded and the motion passed by unanimous vote.

The board also authorized the county treasurer to sign a Kansas Collateral Pool document for Commercial Bank, effective Jan. 1, 2026. Treasurer Crystal Addis was named as the signatory. The commissioners adopted a series of budget transfers under state statutes to move funds into reserve accounts: $55,085.00 to the Sheriff Vehicle Reserve Fund (#147) under K.S.A. 19‑119(a); $275,000.00 to the Special Machinery Fund (#144) under K.S.A. 68‑1135 et seq.; $103,648.31 to the Special Bridge Reserve Fund (#141) under K.S.A. 68‑1135 et seq.; and $265,000.00 to the Special Highway Improvement Fund (#142) under K.S.A. 68‑590 et seq. Each resolution was moved, seconded and approved unanimously.

The commissioners voted to enter a brief executive session for attorney‑client consultation to protect the board’s position in potential litigation or administrative proceedings; County Counselor Brian K. Johnson, Public Works Director Sandy Krider and Assistant Director Ralph George joined the session for the stated five‑minute period before the board reconvened.

The board authorized the chairman’s signature on an agreement with Cornerstone Regional Surveying, LLC for a boundary survey in Parsons (Section 17, Township 31 South, Range 19 East on 24,000 Road) for $1,800.00, and approved payment of 2026 dues to the Kansas Association of Counties in the amount of $4,483.05.

After a short recess, Commissioner Vincent B. Schibi moved to approve payroll check numbers 1828–1829 totaling $4,756.15 and direct deposits 827507–827633 totaling $416,324.83 (combined payroll $421,080.98); Commissioner Tom Barrett seconded and the motion passed unanimously. The board then approved accounts‑payable check numbers 39323–39389 in the amount of $602,997.11 by unanimous vote.

There being no further business, the meeting adjourned at 10:53 a.m. The board set its next regular meeting for 9:00 a.m. Monday, Jan. 12, 2026.
