Chaplin commission extends fine moratorium for 80 Marcy Road amid slow cleanup

The Chaplin Planning & Zoning Commission voted on July 9 to extend a fine moratorium for the property at 80 Marcy Road for three months, to the commission's Nov. 12, 2026 meeting. The motion to extend was made by Commissioner Randy Godaire and seconded by Dave Garceau; the meeting record states, "All in favor, motion carried."

Zoning Enforcement Officer Jay Gigliotti presented photographs comparing last month and this month that showed "not much progress," including numerous tires on the property, about 30–40% of which still have rims and will need rims removed before disposal. A family member speaking on behalf of Joan Maclure said a trailer is now ready for loading and that workers will begin cutting out tire rims. Commissioners also noted new material visible in recent photos that reportedly came from cleaning out a slope behind a barn and discussed an unregistered bus on site being counted as a single unregistered vehicle.

Commissioners indicated the town has granted a separate one-year extension of access to a disposal program that runs through spring 2027. The moratorium extension adopted July 9 is intended to allow additional time for removal and disposal while enforcement actions and fines remain paused through the short extension period. The commission did not record individual yea/nay votes in the transcript; the clerk recorded the motion and that it carried.
