Committee approves small-business ordinance housekeeping changes after member restores goals section

A city presenter, identified in the meeting as Miss Creech, briefed the Community Development Committee on proposed housekeeping changes to Chapter 2 to align the language with prior December amendments to the small-business enterprise (SBE) ordinance and to create an Office of Small Business Development.

A committee member objected to removing certain language that establishes recommended goals and said the struck language on page 3, section d, reads as substantive rather than clerical. The member moved to restore that subsection; another committee member seconded the motion. The mover said, "My point is is that this is the only section that's substantive," and urged retaining the substantive lines while keeping clerical edits.

Miss Creech said staff would make the requested changes. The committee voted on the motion to approve the ordinance as amended; the chair called for voice vote and recorded "ayes have it." The committee did not identify individual yea/nay tallies on the record.

The approved edits are housekeeping in the publisher's description but were modified to retain the restored goals language at the request of the committee member. Staff will prepare the final language for the council record and follow the normal ordinance referral and reading schedule.
