APC policy board approves amendment shifting about $1.05 million in CityBus grant funds

On July 9, 2026, the MPO policy board of the Area Plan Commission of Tippecanoe County approved Resolution T2608 to amend the 2026–2030 Transportation Improvement Program, reallocating roughly $1,050,000 in remaining funds from a 2024 CityBus security/cameras grant to four other CityBus projects.

Doug, APC staff, told the board the 2024 grant originally included $1,280,000 in combined state, federal and local funds for the cameras project but that CityBus needs only a small portion of that amount. "So instead of letting these funds sit and possibly lapse, they decided to move the balance, which is a significant amount, roughly almost $1,050,000 total cost to 4 projects as you can see," Doug said. The four reallocation targets are facilities rehabilitation; miscellaneous support equipment; ADP hardware; and ADP software, and staff also reported a scoped update for the cameras project to allow slightly higher spending there.

APC staff said the technical transportation committee reviewed the request in June and recommended approval; the CityBus board had also recommended approval. The board conducted a roll call vote after the presentation; recorded responses on the vote were all "Aye." Members recorded as voting in the roll call were Erin Easter, Tracy Brown, Gary Schroeder, Steve Snyder, Larry Levrence, Cindy Murray, Angel Valentin and Deb Calder; the chair declared the resolution approved.

The amendment reassigns unobligated grant balances to projects CityBus says it can deliver and updates the cameras project scope to permit slightly more spending. APC staff said moving the funds reduces the risk that the money would lapse and that it aligns resources with CityBus priorities. The board did not request additional study before approving the amendment.

The board will reflect the amendment in the TIP document and APC staff will work with CityBus to track implementation and obligations for the reallocated funds.
