APC staff reports TIP administrative change, FY2027 funding tracking and recent INDOT bid results

APC staff told the MPO policy board on July 9, 2026, that a minor administrative modification to the 2026–2030 TIP raised the construction amount for an emergency vehicle preemption project from $1,200,000 to $1,800,000 to align the TIP with a recent engineer estimate ahead of INDOT bid letting. The change was presented for the board's information and no formal vote was required.

Doug, APC staff, said the commission has closed out its obligations for 2026 funds and is now tracking state fiscal year 2027 federal gas-tax funding with a new spreadsheet for monthly updates. "Of course, there have been no projects that have obligated any funds yet," he said.

Staff also reviewed the 18-month INDOT letting list and recent bids. Three signal modernization sites on US 52 (Ross Road, Teal Road, and Dale Drive/450 E) were listed in a single contract; two bids were submitted and the low bid was $367,000. The North River Road (Tippecanoe County) project received five bids; the low bid was $119,844 versus an engineer estimate reported in the meeting as roughly $220,000. Staff highlighted upcoming lettings including South 9th Street Phase 2 (February 2027), two county bridge projects (Bridge 64 and Bridge 65), and a November 2027 letting for a US 231 and 800 South intersection project to add right-turn deceleration lanes for northbound and southbound traffic.

Doug characterized the overall status as "All projects are moving forward." The board had no substantive questions recorded and heard no public comment before adjourning.

APC staff will continue to report monthly on obligations and bid outcomes; the board did not direct additional study or hold votes on these informational updates.
