Durand council confirms sale of fire hall, writes off $15,136 in CDBG loans and approves $243,336 in vouchers

The Durand City Council met in a special session Dec. 29 at City Hall and approved a series of routine and financial actions, including confirming the sale of the Durand Fire Hall and adjacent property, writing off two Community Development Block Grant loans related to a foreclosure, and approving city vouchers totaling $243,336.91.

Mayor Patrick J Milliren called the meeting to order at 4:00 p.m. Council members Travis Hooker, Mark Menke, Matt Roesler and Robert Weishapple were present; LeAnna Kavanaugh and Nick Weisenbeck were absent. The council adopted an amended agenda on a motion by Councilmember Robert Weishapple, seconded by Matt Roesler.

The council moved and approved the consent agenda. Approved items included the Dec. 10, 2025 regular meeting minutes and a bartender license application for Andrew L. Hayden at The Spot Bar; the motion to approve consent items was made by Matt Roesler, seconded by Mark Menke, with Travis Hooker recorded as abstaining.

On separate motions, the council approved two substantive financial items. On a motion by Weishapple, seconded by Travis Hooker, the council voted to write off CDBG loan #24 in the amount of $7,783.00 and CDBG loan #48 in the amount of $7,353.08 for a combined total write-off of $15,136.08 on a foreclosed property. The vote was recorded as 4 ayes and 0 nays.

The council also confirmed the sale of the Durand Fire Hall and the property at 217 E. Montgomery Street to the Durand Fire District. That motion was made by Travis Hooker, seconded by Mark Menke, and carried on a 4-0 roll-call vote.

Administrator Tracy Carlson reported that she, the mayor and City Clerk Angela M Morgan executed loan documents for a $170,000 loan. Carlson also said WE Energies will begin work on the Madison Street project the week of Jan. 5, 2026.

Councilmember Travis Hooker moved and Matt Roesler seconded approval of vouchers #31157 through #31207 in the amount of $243,336.91; the motion carried on a 4-0 roll-call vote. The meeting was adjourned at 4:17 p.m. on a motion by Robert Weishapple, seconded by Mark Menke.

The decisions taken at the session were procedural and financial; no public hearings or citizen testimony were recorded in the minutes. The city clerk's meeting signature lines appear on the minutes as Mayor Patrick J Milliren and City Clerk Angela M Morgan.
