Town of Collins adopts 2016 organizational resolutions, sets salaries and bank designations

The Town Board of the Town of Collins adopted a package of 2016 organizational resolutions at its Jan. 4 organizational meeting that set meeting dates, employee bond levels, petty cash amounts, bank designations and salaries for elected and many appointed officials.

Supervisor David Tessmer moved adoption of Resolutions 1–59, which the board approved unanimously. The package designates Community Bank, N.A. and First Niagara Bank as the town’s official banks and fixes the board’s regular meeting schedule (first and third Mondays in most months; second Monday in July and August). The board set the mileage reimbursement rate at $0.50 per mile and authorized the Supervisor and Budget Officer to invest idle town funds in certificates of deposit and interest-bearing accounts under the town’s investment policy.

The resolutions also set bonding requirements for town employees and officials (blanket bonds of at least $100,000 for most employees and higher amounts for certain offices), petty cash amounts for the Town Clerk ($250) and other accounts, and salaries including the Supervisor at $18,360 plus $1,500 for water-department oversight (total $19,860) and the Town Clerk at $39,901.45 annually. The board appointed James Musacchio as Town Attorney through Jan. 1, 2018, and set his annual compensation. Several boards and commissions appointments and multi-year planning board and library trustee terms were also confirmed.

The board approved routine agenda items, minutes and abstracts for payment and heard departmental reports from highway, parks, code enforcement and the Town Clerk. Highway Superintendent Peter Waterman reported ongoing equipment maintenance and quotes for new and used guard rails; parks and recreation staff reported grant planning and rising program participation. The board voted to amend a previously authorized 2017 Mack truck purchase to upgrade its suspension at an additional cost of $5,540.06, bringing the cab and chassis total to $121,407.86 and the complete truck to $209,772.67.

The board’s adoption of the organizational resolutions also included procedural rules and procurement and investment policies for 2016. The meeting concluded with the customary adjournment and certification by the Town Clerk.
