Staff updates BPAC on active-transportation projects, Cotton Belt Trail progress and Breckenridge extension timeline

City staff gave a status update on active-transportation projects and recent outreach efforts.

Staff reviewed bike-month events, thanked volunteers for recent counts (observations concluded June 30) and reminded the committee that a community survey is live through July 15. Staff said collected volunteer observations will be analyzed and presented at a future BPAC meeting and compiled into a public report.

Project highlights reported by staff:
- Jonathan project: completed with five lanes to Waterview.
- Cotton Belt Trail: finishing work remains; staff expect the north arch to be installed later this month to complete a trail segment.
- Breckenridge Trail Extension: City of Plano-led project currently in design; construction estimated to begin in 2027.
- Glenville Road: project completed, bike detection lights installed.
- North Collins and Arapahoe Trail: under design with construction estimated to begin in 2027.
- Waterview trail crossing: an eventual signalized (full traffic control) pedestrian crossing is planned at Waterview; funding is a mix of grant sources and project allocations.

Staff said grant funds and multiple funding sources are being used for trail projects; there was no indication federal funding has been lost. Staff also noted coordination is needed where trail work crosses city/dallas jurisdictional boundaries (Silver Line / Waterview area) and that contractors are being engaged to address sidewalk defects identified in the Silver Line corridor.
