Council member Lee White moved the measure and Council member Chance Cook seconded. The lease direction requires Winthrop Development to provide a liability insurance rider that meets the city's insurance requirements and to keep the site free of broken glass and miscellaneous debris. The motion carried on a unanimous voice vote.
Gary McElroy raised hazards and liability concerns that prompted the motion to formalize the winter placement and insurance requirements. The council directed staff to prepare the lease language reflecting the stated insurance and cleanup obligations.
The action is limited to the winter months and places the dumpster on gravel west of the pool. No additional financial terms or a start date were specified in the meeting minutes. The council took the vote as a single, formal motion and did not record individual roll-call tallies beyond "all ayes."
