Presenter says IAEA has lost continuity of knowledge at Iran’s nuclear sites after attacks

A presenter addressing the president on June 19 said the International Atomic Energy Agency (IAEA) "had not conducted any in field verification activities under the nuclear nonproliferation treaty safeguards agreement," and that the agency had "now lost continuity of knowledge across all of Iran's declared nuclear facilities." The presenter attributed the deterioration in IAEA situational awareness to attacks against Iran by the United States and Israel that "began on 02/28/2026."

The presenter quoted the IAEA assessment that the agency "could not restore" that continuity of knowledge, including records and inventories for centrifuges, rotors and bellows, heavy water, and uranium ore concentrate. He also noted that since Iran ceased the provisional application of its additional protocol in February 2021 the agency "had received no updated declarations and had been unable to conduct complementary access to any sites or locations in Iran."

Citing the Secretary‑General’s most recent report on "resolution 22 31, dated June 19," the presenter said that, despite "significant differences" among parties over the way forward on resolution 22 31 and the Joint Comprehensive Plan of Action (JCPOA), the parties nonetheless "underscored the importance of a diplomatic solution" and indicated readiness to engage.

The presenter described the June 17 Islamabad memorandum of understanding between the United States and Iran as containing several agreements on nuclear issues, including resolving the disposition of stockpiled enriched material, on‑site down blending of enriched materials under the supervision of the IAEA, and a commitment to discuss enrichment and other mutually agreed matters related to Iran's nuclear needs.

He said a framework for further negotiations "remains a critical step towards the peaceful settlement of the Iran nuclear issue," quoted the Secretary‑General's call for constructive engagement in good faith, and said "the United Nations stands ready to support these efforts."

The presenter closed his remarks by thanking the president.
