Dallas board tables volunteer screening policy after debate over pending charges

The Town of Dallas Board of Aldermen discussed a proposed Volunteer Screening Policy for people who work with youth programs at its July 9 meeting and voted to table the matter until the August 13 regular meeting.

The Recreation Director reviewed the policy language included in the agenda packet (Exhibit D). The policy would require volunteers in youth recreation programs and certain paid positions (such as officials or scorekeepers) to sign an authorization allowing the town to perform criminal background checks. The policy text describes disqualifying factors (felony convictions, certain Class A1 misdemeanors) and states that pending cases could result in suspension until disposition.

The Town Attorney and several board members focused questions on whether volunteers with pending criminal charges should be automatically disqualified or temporarily suspended. Facing those legal and procedural questions, the board — by motion of Alderman Withers, seconded by Alderwoman Morrow — tabled the item and asked staff to return a revised policy at the August 13 meeting for further consideration.
