The proposal would use gateway systems — technology that would allow Toledo Police Department access to exterior cameras only during declared emergencies — and require separate memoranda of understanding between each participating school and the police department. The presenter said the pilot is voluntary for each school and stressed that data‑sharing and access would be governed by those agreements.

The plan includes adding cameras in public rights‑of‑way near school areas and intersections that presently lack coverage, with the stated goal of reducing response times for violent incidents and improving situational awareness during emergencies. The presenter cited recent national school incidents and a local drive‑by shooting near Rogers High School as motivating examples.

The councilmember said the pilot would be highly regulated with police protocols and that outreach had included principals, the police intelligence unit, the mayor's office and partners from a private vendor; informational sessions for parents were planned.
