The City of Hoover is updating its purchasing policy to include federal procurement rules after a recent grant audit, City staff told the council.
"What you have before you on this item is substantial change to the existing purchasing policy," said Doctor Lopez, who described the update as driven by a federal audit finding that the city's policy did not include federal procurement requirements. "We added about 10 pages of policy as well as a federal checklist that every department, when they receive any federal funds, will need to make sure they're complying with all these things," Lopez said.
Lopez said the revised policy was sent to the auditors and staff hoped to receive comments by the next day so grant applications that had been on hold could proceed. He also said one practical substantive change will align the city's quotation threshold with federal micro-purchase rules: purchases under $15,000 will no longer require multiple written quotes, replacing many of the prior $500-for-quote requirements.
When asked whether there had been violations in the period before the policy change, Lopez said his understanding was the city had not experienced specific procurement violations but that the city's formal policy had lacked explicit federal procurement language.
Lopez said staff will circulate the red-lined policy to the council and that the auditors requested additional review that prompted a brief delay in presenting the final audit findings to the council; the final audit presentation was rescheduled for June 27.
Council members asked for copies of the red-line and clarifying documentation and Lopez agreed to distribute the materials to the full council.
