Parker approves McCreary Meadows final plat with FEMA LOMAR condition after drainage debate

The Parker City Council on July 7 approved the McCreary Meadows final plat with a condition that the developer submit a Letter of Map Revision to FEMA. The final plat covers roughly 46.65 acres and proposes 39 single-family lots of one acre or larger. Planning & Zoning had recommended denial earlier, but staff said substantial engineering revisions were completed and that a revised engineering comment letter was before council.

Developer John Arnold of Skorberg Company told the council crews had constructed ditches, culverts and erosion-control measures and had implemented a culvert-management system and elevation markers to allow future verification of as-built limits. He said the team worked to reduce the amount of water flowing south toward Moss Ridge and cited engineering computations showing a reduction in a measured flow path from 27.4 cubic feet per second to about 13.2 CFS for specific subareas.

Multiple residents and several council members pressed staff and the developer to explain whether new grading and impervious surfaces increased downstream flooding. Staff and the city engineer said the constructed drainage follows approved plans, that the flood study had multiple reviews and that the design reduced the previously routed flow to the south in a 100-year event scenario. Councilmembers noted that while the engineering indicates reduced peak flow from the site, Moss Ridge continues to experience flooding from multiple sources and assigned staff and P&Z to continue investigation.

Council member Berrien moved to approve the final plat subject to submittal of a LOMAR to FEMA; Mayor Pro Tem Pilgrim seconded. The motion carried 4–0. Council asked staff to continue examining Moss Ridge drainage and to bring items back to future Planning & Zoning and council agendas as needed.

Next steps: The developer may file the plat after satisfying the LOMAR requirement; city staff will monitor subsequent construction and enforce as-built elevations and culvert standards.
