Parker council authorizes $8.77 million WSIG application for Chaparral water tower

The Parker City Council voted unanimously July 7 to authorize filing a Water Supply and Infrastructure Grant (WSIG) application for the Chaparral elevated storage tank. Staff said the project is shovel-ready — water lines are in place, the site has been acquired and design work is near complete — and that the state program (established under House Bill 500) is a rare 100% grant with no local match or repayment.

Staff sought authority to submit an application for up to $8,769,420 for the water tower and associated work. The application deadline was noted as July 30; award notifications are expected in the fall of 2026 or early 2027. Council members discussed whether to seek the full $10 million cap available but generally supported submitting the $8.77 million request for a higher probability of success and proceeding in parallel with bond planning so construction timelines can move forward if awarded.

Council member Halbert moved to approve Resolution 2026-904 authorizing the filing of the WSIG application; councilmember Berrien seconded. Council carried the motion unanimously and instructed staff to continue coordinating design, grant-administration options and bond timelines.

Next steps: complete the WSIG application by the July 30 deadline; if awarded, staff will manage post-award grant administration and coordinate procurement and bond/funding steps as needed.
