PARKER, Texas — The Planning and Zoning Commission on July 9 pressed city staff to pursue a citywide drainage study after multiple residents described recurring flooding, property damage and clogged open ditches in Moss Ridge Estates and neighboring subdivisions.
At a meeting dominated by public comment, Marcos Arias urged the city to ‘‘consider installing underground collection facilities’’ and to treat stormwater as a resource instead of letting ‘‘more puddles and more flooding’’ persist, according to his remarks. Resident Adnan Tarhoni, who provided videos and photos, told commissioners that street grading and recent construction have redirected water into yards and caused foundation repairs for some homes: "The flooding is still happening in that area," he said.
City staff presented a slideshow and resident-submitted footage showing standing water near transformers, silted bar ditches and overflowed creeks in several neighborhoods. Staff noted that Parker’s municipal code (Parker City Code §155.061) refers to the Plano storm drainage manual by reference, and that many older subdivisions — including Moss Ridge — were built to much lower standards (the developer’s engineering review estimated Moss Ridge was designed to a roughly two‑year storm) than current city requirements. The presenter also said the city is planning a master drainage plan for fiscal years 2026–27 and that engineers are on standby to begin more detailed work.
Commissioners and staff discussed the difference between maintenance issues (silted ditches and blocked culverts that homeowners or others need to clear) and design problems that may arise when older neighborhoods are compared with current standards. Staff said homeowners are typically responsible for maintaining the ditches adjacent to their property, but acknowledged that incomplete or inconsistent maintenance across properties can make neighborhood-level fixes ineffective.
On funding, staff described several grant and program options discussed at the meeting, including the Texas Flood Infrastructure Fund, BRIC (Building Resilient Infrastructure and Communities) and FEMA’s Flood Mitigation Assistance, and said being on a county hazard‑mitigation plan helps eligibility for those opportunities. The presenter told commissioners the city would seek budget approval to fund the proposed study and said staff’s estimate for the city-side cost is about $35,000 for next year. "We can secure the funding approval from city council first before we move forward," staff said, and indicated a study start date of Oct. 1 if council approves.
Commissioners asked staff to compare manuals and standards used by other area jurisdictions and to work with the city’s engineering consultant on whether revisions to Parker’s referenced drainage manual or local amendments are warranted. Members also discussed whether to require stormwater-capture measures — such as cisterns or rainwater-harvesting systems — in new construction, with staff noting such requirements would add cost but could reduce runoff from large new roofs.
The commission closed the discussion by directing staff to take a high-level review to its engineering firm, bring back recommendations and, if appropriate, present funding requests to the city council during the upcoming budget workshops. The meeting also included two routine votes to approve minutes for May 28 and June 11, 2026; both were approved by voice vote.
The commission did not adopt new regulations at the meeting; staff said next steps are an engineering review and a formal funding request to city council.
