Columbus City Council approves rezoning on Wilson Road to allow cannabis dispensary despite resident objections

The Columbus City Council voted to approve a rezoning request for a 1.05-acre parcel on Wilson Road that changes its zoning from C5 to C4, a shift that would permit an Ohio-licensed cannabis dispensary as a matter of right.

City staff told the council the site, currently an automotive sales facility, fits the Columbus growth strategy’s mixed-use recommendation for the area and that the change would align with nearby C4 commercial uses. The staff report recommended approval and noted the property is within the Greater Hilltop Area Commission planning boundaries; the commission’s zoning committee and full commission voted in favor and are preparing to transmit their formal recommendation.

John Fleischman, vice chairman of Franklin Township and a Lowell Drive resident, urged the council to deny the rezoning, citing ongoing problems with a nearby Greyhound bus station and saying neighbors had not received timely notice. "The site that is currently being used is not... a good neighbor," Fleischman said, expressing worry that adding a marijuana retail location would exacerbate impacts on the adjacent residential area.

An applicant representative told the council the rezoning would allow an Ohio-licensed cannabis dispensary and stressed safeguards planned for the operation, including security cameras, monitoring and no on-site product packaging. "It's really a pretty clinical kind of establishment with appropriate safeguards that are in place," the presenter said, and added that the neighborhood group was unanimous in its approval.

Council members asked questions about the site’s western border, sidewalk connections, setbacks and buffering. The presenter said a final site compliance plan had been submitted alongside the zoning request and that screening and dumpster buffering would be required. Residents raised traffic safety and streetlight concerns; a resident said engineers had declined a requested streetlight because of the distance from the nearby freeway signal.

After brief discussion, the chair called for a vote; affirmative responses were recorded on the roll call and the rezoning measure was approved. The transcript records multiple "yes" responses during the roll call, and the council moved forward with the zoning change.

The decision allows the property owner to pursue redevelopment under C4 rules, including an Ohio-licensed cannabis retail use if other licensing and site-compliance steps are completed. The Greater Hilltop Area Commission’s formal recommendation form was reported as not yet transmitted at the time of the staff report.
