County budget debate intensifies as staff present 2% cut request and alert to July 20 revenue deadline

Riley County budget and finance staff on July 9 presented departmental cash flows and asked commissioners to direct 2% reductions where feasible while warning that some areas cannot absorb cuts.

"Not every department was able to" cut 2%, said Britney Phillips, budget and finance officer, listing juvenile detention, mandated law-enforcement costs and coroner-related expenses as areas that could not be reduced without risk. Phillips noted the county must certify its intent to exceed the revenue-neutral mill rate by July 20 and provided a schedule for the commission to review final numbers.

Commissioners debated options. One commissioner pushed for deeper, immediate cuts across multiple departments; others counseled that some actions would be one-time fixes and urged long-range planning beginning in September. Suggestions included a temporary shift of CIP funds to cover a shortfall and a staged plan to pursue structural savings next year.

Phillips stressed departments must hear direction from elected officials: "If commissioners want this, you know, I'm just relaying the information," she said. Commissioners asked for more information and directed staff to prepare further detail for an imminent meeting where the board will decide whether to certify the intent to exceed.

Action items from the meeting include continued department-level budget review, an option analysis for limited CIP use as a one-time measure, and a public discussion scheduled to resolve whether the board will certify an increase by the statutory deadline.
