Committee members and staff described a new online survey intended to replace older data used for parks planning. David said the survey is being translated into Spanish and his goal is to post it "before the end of this month" and keep it online for about two to three weeks so results can be compiled quickly for the parks master-plan timeline. He said Microsoft forms will be used to collect and compile responses and encouraged leagues and civic organizations to promote participation so the data reflects a broad cross-section of residents.
On Dawn Circle, staff and KLVB representatives recounted a joint presentation to council and said council asked the committee to return with a prioritized list of park ideas. Janice (KLVB) described a proposed ADA-accessible walkway and said KLVB is working on bids for decomposed granite and cement. David said the immediate next steps for formal city action are: 1) commission a formal survey of the two city parcels (about 2.2 acres total, as reported in the meeting) to clarify property lines and potential encroachments; 2) negotiate documented easements with adjacent property owners who currently access garages across the city s land; and 3) pursue rezoning to P1B (park) before moving into staged development.
Staff also said they will get bids as requested by council and return to council with procurement options; no council funding decision was recorded at the committee meeting. Committee members asked for clarity on maintenance responsibility if an easement favors adjacent owners; David said those policy choices would be council-level decisions.
